Snow plowing · Kitchener, Ontario
Kitchener gives you 24 hours to clear your sidewalk after a snowfall, and its plows leave the windrow for you. Every time 5 cm falls, we clear your driveway, front path, the city sidewalk and that windrow. Per visit from $53.99.
A Kitchener winterby the city’s own numbers
From kitchener.ca, checked 9 October 2026.
Property owners must clear the sidewalks around their property of snow and ice within 24 hours of a snowfall, and keep them to bare pavement. Bare pavement is a higher bar than a walked-flat layer of snow, or the glaze a thaw leaves overnight.
Someone reports the sidewalk to the city, online or by phone.
A bylaw officer checks it. If it isn’t clear, you get another 24 hours to clear it to bare pavement.
After that, the city may hire a contractor to clear it and add the cost to your property tax bill.
Where we come in.
The city sidewalk across the front of your home is part of every visit, per visit or Winter Plan. On Standard it’s usually cleared within 12 hours of the snow stopping, half the city’s deadline. The bylaw still names the owner, so think of us as the way you meet it.
See my priceOn a corner lot?
At corner lots, the plow sometimes moves road snow onto the sidewalk. The city asks you to clear those areas too. The side-street run is an add-on: $105 a season or $7 a visit per started 10 m, plus HST. No charge if there’s no side sidewalk or the city clears it.
Sidewalk complaints go to the city at 519-741-2345.
The city plows in order of priority, and takes 16 to 24 hours after the snow stops to finish every route.
If snow starts again while crews are still on priority 1 or 2 roads, they go back to the main roads first. That’s why a back street can wait longer in a long storm.
The windrow is left to you.
The city doesn’t clear the snow its plows leave across driveways. Its answer: it would be too costly and slow to staff and equip. We clear it on every visit, along with the driveway, path and sidewalk.
The city’s answer on kitchener.caThe city itself clears only some sidewalks: around city property, in the downtown core, back lot sidewalks, walkways between neighbourhoods, crossing guard spots and some crosswalks. Source

Our clearing windows are usual times, not promises: a storm that stacks on a storm can push the route.
Two rules, and they catch the same households: more cars than driveway.
Every night, Dec 1 to Mar 31
2:30–6 a.m.
No overnight street parking from 2:30 to 6 a.m., December 1 to March 31, even when there’s no snow, unless you have an exemption.
When 8 cm or more is coming
No street parking
When 8 cm or more is falling or forecast, the city declares a snow event. No parking on city streets until it ends, and cars may be tagged and towed. The ticket is $80.
For us, a car on the driveway isn’t a problem; you don’t need to move it for a visit. It’s just easier to clear edge to edge when the driveway is empty.
Both rules, and how to ask for an overnight exemption, are on kitchener.ca.
A city program, not ours
Clears the sidewalk in front of the home and the windrow at the end of the driveway within 24 hours after more than 2.5 cm of snow. It’s for residents 65 or older, or with a disability that prevents snow removal, in a single, semi-detached or duplex home, with no one in the household able to shovel and a total household income of no more than $46,000.

The city’s rules can change between winters. The ones on this page were checked on kitchener.ca on 9 October 2026.
The 24-hour sidewalk rule, in more detailYes. Kitchener’s rule puts it on the property owner, within 24 hours of a snowfall. Every visit clears the city sidewalk across the front of your home, so that part is handled.
No, not unless you’re in the city’s assisted clearing program. We clear it on every visit, along with the driveway, front path and sidewalk.
Not directly, since we clear the driveway, not the street. It does matter on a storm night: from December 1 to March 31 there’s no street parking from 2:30 to 6 a.m., and during a snow event none at all, so plan where a second car goes.
The sidewalk across the front of your home is included. The side-street run on a corner lot is an add-on at $105 a season or $7 a visit per started 10 m, plus HST. No charge if there’s no side sidewalk or the city clears it.
